What is the best way to invest in Euro without getting into mutual funds? or is this the only way?. Currency trading is too risky to be considered.
I shall be using the US dollar as my primary currency.

You can invest in currencies with ETFs.
FXE is an ETF for the Euro.
Personally investing in the Euro is not risky. I invest in Canadian dollar as well. I just got to detroit and buy canadian dollars at the big banks there.
Buy stock in a European company doing most of it’s business in Europe. Any major stock broker can place a trade on a European exchange.
The best way to invest in the Euro is to get an online trader like TD Ameritrade, and buy FXE (an etf) It will cost you $10.00. Divide your etf’s up, and consider the australian dollar also FXA. To the individual who goes to Detroit to buy the Canadian currency, he/she is paying a 1-2% premium for the money. The etf is much safer, and less complicated. He is limited to $9999. us money.
If your talking about a 2-3 year horizon. Your holding currency should be Precious Metals since all central banks are printing money like its going out of style. This creates inflation which means day by day you lose money by holding your money in $$$.

Actually right now the dollar is rebounding due to some problems in the EU unity as well as various other factors that are anybody’s guess. It has stabilized at around $1.20 per euro for quite a few months. Presently living in Europe with my savings in dollars, I wished it would be a better exchange but this is fine for now.
